Such as: Enforced Peace

I can get Russia to agree with me as Spain if:

Spain agrees to enforced peace with Russia.

But not if:

Russian agrees to enforced peace with Spain.

Arent they both the same thing???

Spain has enforced peace with Russia means that Spain may not declare war on Russia for the duration of the clause... does not mean that Russia cannot choose to declare war on Spain, I believe.

Since Alliances are per se a mutual agreement, in this special case you really get a fully functioning Alliance (military Access, fow liftet...) if you put yourself in the treaty clause as the agreeing country.
