minors won't change sides?

Britain somehow got Bavaria as a protectorate even though as France I had over 1000 points of good will and GB was -546 at the time - go figure - is this a bug?

In any case I attack the minors associated with Bavaria (Munich, Hesse, Palatinate, Kleves and Nuremberg). A corps in each caused seiges until the following.
Munich, Palatinate and Nuremberg all surrendered and became French when the city forces went to zero.
Hesse and Kleves did not and won't. The cities are empty, I can even put my men into them but the area will not become French. There are ZERO enemy forces anywhere in the area and when you click on the area it says "French occupied."
Am I missing something here? Shouldn't these GB protectorates become French like the others?
I also noted that the areas contain TWO striped colors. The GB red stripes for GB protectorate and French colored stripes. Is this correct?

I can't seem to get a file to upload for some reason. I keep getting an error message that every format I've tried is not supported.

I tried a new game and the same thing is happening. In this game, Hannover has the hash marks of both France and GB. The city is empty but the area won't change sides and just says French occupied. It happened after a battle where the GB used his garrisons in the battle.

I have a zipped game file but, AGAIN, this forum won't upload it! Funny, I've not had this problem in other forums.

Also, you'll note that Tyrolia suppossedly became French but I can't produce anything - why not? I have all the required materials but can't even create a militia.

Please tell me where I can send the saved game as this is very annoying!

Also, several armies/corps won't even seige cities no matter what orders I give - is this correct? It happened MANY turns in a row.

Hi, Also minors will not ask you to become protectorate if you are Allied with or have enforce peace with the nation they are afraid of. (You have to be able to go to war to protect them) No matter what the level of relations you might have.

Depends on how Br got Bavaria... did France attack it? Was Fr close to winning the game? Also, the AI throws a lot of money at the minor countries and may have persuaded them over the course of a single turn.

I believe it has to do with the way that Bavaria controls these areas in the scenario setup. Which scenario is this?

I don't think Bavaria controls Hesse in any scenario...but I believe we gave control of it to Prussia in a couple of them? Don't recall at the moment.
