Ship Endurance

Can anyone explain to me how the computer models ship endurance. Especially the relationship between fuel/endurance/and cruising speed? I know from simple calculations/graphing that there appears to be an exponential decrease in endurance as speed increases. I have a feeling that 15kts is too slow for several reasons, one being the faster the Task Force speed, the more difficult it is for submarines to effectively attack.
What would happen, for instance, if the cruising speed of major combat vessels that were capable of top speeds of 26kts or greater were raised to 20kts, putting the "fast" back into fast carrier task forces, especially mid to late war?

In a relativly modern 30's-early 40's warship 15kts takes about 20% power, which is why it is a convenient baseline.
20kts seems to be about 40% power in general, a doubling of consumption, more or less.
This is more or less for cruisers and larger.
Destroyer propulsion was more variable; 15kts took about 10% power.
Older triple expansion engines can cruise at 15kts or slower more economically, something like 16% power.
But that will also depend on maintainance and age... the Japanese Fusos could supposedly do 24-25kts... i have heard it was more like 21.

Maybe I should rephrase, if I set the cruising speed for modern (1930-40's) warships to 20 kts, will this be reflected in increased fuel consumption in the game?
