What is the best way to restore a units strength, is to withdraw badly depleted unit back to your capital? Or is there another way to do it. Or do you replace them with fresh divisions?

The very best way is to transfer men from a poorer quality unit - that refills em instantly.
Easy to top up all you infantry from militia this way. Ideally destroy the militia doing this (empty the division) - then you have one less militia to pay upkeep on. The side benefit is that then your reinforcements automatically focus on the other units: cav/arty/etc.
To increase the rate at which particular divisions get reinforcements, have them in paid supply, preferably in your territory. (Although I STILL think having them in the capital is the very best). This is a comparative proportional thing - ie. if you move other units who aren't at full strength away, then this unit will get reinforced faster!

Have them in the same province.
Open the military adviser. Click on the division you want to take the men from - the division should get a thick border around it. Then move the mouse over the division you want to make stronger - the mouse pointer should change to saying "men" after a second or two of lag. Now if you click you will see a dialog box (which is pictured in the manual, although how to get to it isn't clear) allowing you to set a number of men to transfer - the max will be whichever is less of the remaining capacity of the destination and the total troops of the source (so always transfer the lot if you don't care about the source unit).
The divisions will have to be of exactly the same type - exception: regular infantry and militia can swap men.

greetings everyone, want to say a point, using militia to replenish seasoned and experienced units can drain morale, it is best to place a depot, increase the draft pool and replenish units this way, draft replecements, i think don't drain morale, at least not as using militia.
it takes some turns to make the draft pool effective, i had the very first turns in standard scenario as france that each unit only receive around 300 men, so focusing the draft, as said very well by ralegh in its post is a very good point until the draft pool reaches some effective level, it's a good thing to have some reserve corps replenisingh strength and other armies campaigning against the enemy, then, when the deplete reach in the main armies some high level, switch between the reserve corps and the main armies and send the reserve at his top strength to campaign and have the depleted armies regain strength without figthing for some turns, finding the exact proportion between reserves and "engaged" armies" is a main struggle for succeed in the strategic board.
thank you for your time,
with regards,
Alaric.

I used Ralegh's suggestion in this thread for the first time last night and I made sure to note the morale of the units. I dumped very low morale infantry units (that were just auto-converted from militia) into partially depleted experienced infantry with high morale and the morale levels did not change at all.

Did you dump one depressed man into the mass of 9,999 elated men?

Actually, it was one depressed man with 9,999 prescriptions for Zoloft! [:D]
No seriously, the depleted units were at .6 and .7. They were up to 1.0 when I was done.
