Garrisons?

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Garrisons?

In detailed combat I've noticed that my forts are garrisoned but I do not control the units. Why don't I get to control my own units?

Simply because of their free will, that you couldn't intervene in. \(^o^)/

I believe the garrisons are 'fortified'. You can take manual control of them by hovering the cursor over the garrisons you want to activate and press the 'e' key.

That is correct, any unit can be fortified, it actualy gives you some defense benefits. But Garrison units always start out that way. You can move the mouse of them and press the e key. They will then in the next turn be movable.

If I activate them but leave them in the fort, will they still get the benefit of the fort?

Yes, and they fire better then set up artillery at time. If you get side or rear shots at enemy formed units as they pass by, you will see damage from 500 to 3000 guys from your poor garrison unit.

Yep. In theory. In practice:
a) many times they will fire like 1500 militia - they seem to fire like 1500 heavy artillery at ranges from 3-6 hexes (someof the time).
b) remember that when they were fortified, they were resting every turn, which helps their poor morale not drop too quickly. If you unfortify, let them rest a bit sometimes.

One final comment: in a particularly closely fought battle, I sent lots of useless garrison troops around a flank to fall on the enemy's rest and recovery area. I had the garrisons charge into disorganised enemy who were trying to rest, getting rid of the rest of the enemy morale. While I recognise that this tactic is really only relevent in limited circumstances, it was a battle winner for me, and shows that sometimes garrisons can be useful outside.
