Bug ? Producing 461 food need 378 = STARVING !!!

Okay playing Russia since 15 years and continued, as it hasn't been done yet
Anyway this occured even earlier but it only showed up now, when my Stock was depleted.
MY armies and people needed more and more food, so had always to change my production.
So it seems when I came over that magical 300 stock limit, the bug stiked ... it reduced my production down to 300 even I would needed 378 ... so I am starving every month ...
damn and now after 15 years struggling with my empire, I finaly had the feeling I am getting it under control.
So is this because of the 300 Stock limit or because of waste ?
Anyway couldn't fight against it, as MOST of all my provinces already usin 75% to produce food !!!
So anyone encountered the same bug ?
Please DEV change that, that it is possible to handle larger countries also.

A Russia-specific disaster. I never played a nation as populous as Russia, though I remember my French stockpile didn't stop at the 300-food limit.

What you are seeing is not itself a bug, not is it at all related to the 300-unit cap on storage. [The fact that you can't tell what is causing it is, IMHO, a bug!]
You have a very large army, and you are paying 2 food for evey infantry in upkeep, and 1 food for every other division; PLUS supply costs. You simply have a bigger army than your economy can support. To see this, go to the supply report, look at what you are spending upkeep.
[The bug, in my view, is that the economy page for last month doesn't show you actual food eaten by the army.]
Use some of those divisions - let some people die.

Not really so big army, compared to my neighbours. It is 6 Armies a 8 units and military spending is down to 0,8 so that this armies could survive in a wall 8 garnisson with 60k foraging. They all stationed in 60k provinces inside of the fortification and also in every province is one unit inside of the fortification. That's it.
That strange Turkey only has 5 provinces left and still has 8 full 100% armies and every two years he attacks me with them, but in detailed combat I always win with my 60 000 russian against that waves of 160000 to 280000 Turks ... once I had about 500000 POW of them in one province 20k to let them starve to death
At the moment I really have the impression that AI is cheating like hell ... they seem never to have problems with money and food and always use 100% military spending ... anyway if it is a challange okay ... but with my food problem I couldn't explain ...
I have read somewhere that apart from that stock limit, there is a transportation limit from one province to the stock also. Have nothing found in the manual and couldn't find the entry on your website.
So my question: Is it true that if I produce more than 10 units from one good in a province that I am loosing most of that overproduction ?
THAN IT IS CLEAR I HAVE SOME PROVINCES (like Kiev around 40 ) where a produce a lot more ... this could explain where the rest is and in my next game I have to look at that also.
SOMEONE COULD CONFIRM THAT ?

Next turn look at your Supply screen - it will tell you exactly how much food your army is eating.

Hmmkm - I wonder - I know you can pay to supply POWs - do you have to pay upkeep on the blaggarts?

In the second patch I hope to add a comprehensive economic summary for each resource so you can follow your income in each resource from gross to net on one happy screen. Russia can easily starve itself with a large army. The AI difficulty level sets the amount by which the AI gets bonus income.
