Is there a time limitation for trade routes or are they permanent ?

There is no time limit, but there are a number of things that can 'destroy' them -
:: going to war
:: no valid route for a long time
:: one party doesn't have the resources
:: chosing to break it on the trade review screen (costs morale)
may be some others.

So they sure aren't permanent.

What is the effect of changing the resource numbers on the review trade screen? Does the route otherwise seek to fulfill the complete agreement whenever the resources are next available or is it permanently discarded if an item is not sufficiently stockpiled?

Each province can only propose one trade route per month. But over time, they can have lots.

I don't think it is of much help, you had better scrap the existing deal and go cut another. Indeed, the trade part has yet much room for improvement.

Boy that sure can't be the intended design, if so. The dings taken from breaking the trade routes would be killers.
