Surrender treadties (?)

sorry if my spelling is off today (yea, right today only)
have seen this in a few games, a side gives up the fight, you tell it what you want it to do, and then, it don't do it
shouldn't the war be back on then ?
Russia just gave up to me, I didn't want there land as I am too far away from them right now, so I told them to liberate a number of the Polish cities (that worked)
told them to give me 720 bucks (they had the money when I gave them the order) no money, and they are broke now (I only around 420 waste, so it wasn't given to me and wasted, I checked that first)
told them to declare war on Turkey, no go, but they did declare war on Hesse and Prussia (very smart move, Russia just lost some 120,000 Polish Army troops, beside the Garrison troops) and Prussia has been sitting idle for the last year and a half from they lost to me
they were Allied with Turkey, but, they lost the war, sides change
