You have the basics -
- roads improve the max population
- lots of food leads to population increase (it is can fit within the max) - if it can't militia pop out
If you aren't seeing the population go up, and you have capacity for that to happen, then most likely you are eating the food (feeding it to troops) - try making them forage by removing all the depots.
You might also be shrinking the population at the same time, creating military units in either that province or an adjacent one.

There's an upgrade that reduces the amount of food you need to experience a population growth...."Universal Service", I think.

On a related note... when you get free units, either from this militia thing that was mentioned or from feudalism, do they take labor, food, iron, etc,... I was saving up for something and I noticed my labor went down... could that be what causeed it?
(Sorry for this off topic question - I am interested in population growth as well just don't have a question about it yet)

Militia thing? Feudal levies don't cost anything to build, but you will have to pay maintenance for them (feudalism reduces maintenance costs as well).

The only thing I can think of is the feudal levies that's costing me labor...
Right now I'm trying to save up for roads in Moscow which would cost 96 labor... but in 4 turns I haven't risen above 94....
I wish there was a way that we could put aside goods for future production, or pay in installments... something. Because I want those roads... yet without building a thing I can't increase my labor supply (while supposedly producing 92 per turn).
