I played Sweden in a 1792-1802 scenario and the victory conditions were "High score". According to the Glory Report I was in the first place, but the ending scene said "You have failed to Achieve the Required Glory". The flags of France, Prussia and Austria were waving in the air and the rest were slack, hanging down [&:]

The Glory Report after the last turn was as follows:

Turkey 2139
Britain 1559
Spain 566
Austria 532
France 474
Prussia 191
Russia 114

Correction: Sweden had 2614 in Glory...

That's a known bug,fixed in the soon-to-be-releaed first patch. [:)]
