In CHS you show Urumchi (287) belonging to Far East Command and has two Soviet Units at the base but the nationality is showing as Chinese (012). I assume it should be Soviet (013).

No, it should be Chinese nationality. The Soviets did have a presence in Sinkiang/Xinjiang at the time but it was still considered Chinese territory (more or less). After a year or so the Soviets were pretty much gone, but it is hard to simulate that in the game...
