developers: code changes to support mods?

Devs, would you consider code changes to support more flexible mods?

I've looked through the data files, and the main thing that would be nice is more flexibility on when neutrals do what. Specifically e.g., it could be nice to have Spain join the Axis if WAllies land in Portugal. And maybe have Portugal join WAllies if Germany attacks Spain.

I also recall some early modder questions about having date controlled neutral-to-alliance conversions.

Another suggestion I've considered is to cut Spain into two zones (north and south), which would I think realistically slow German progress to Gibraltar and throw a bunch of Spanish units (in the south) to the WA if they try. I realize that map changes are not mod material but rather real release material, but I have to throw it out there.

I really like the idea of splittig Spain into more than one zone. After all, Spain is about the same size France and it has three zones.
