How do partisans work?

Let me try to figure out the partisans rule, which is kind of confusing in the manual...

1. German Game Turn Start: partisan value is increased by population value.
- Example: Germany starts the turn with newly conquered Western France under occupation. Partisan value raised from 0 to 3.

2. Movement Phase: Germans can bring additional anti-partisan troops in threatened locations.

3. Beginning of Production Phase: 1 supply point spent and partisan value reduced by 1 / infantry, airborne, militia, armor present.
- Example: Assuming I have 3 militia present in Western France, partisan value is reduced to 0.

3'. If partisan value is 1+, each point attacks infrastructure / supplies but gets a chance of being destroyed. If partisan value is 5+, partisan points may attack garrison troops (don't know how this exactly works, though).

Is that correct? Did I miss something? Any help much appreciated. [&o]

hi, im no expert in this area and i dont have a copy of manual with me now.

irrc:

1) i think u dont have the partisan issue in the very turn u occupy the region (correct me if otherwise);

2) & 3) correct (so allocate enough supplies for anti-partisan b4 u end the movement phase);

4) should be correct, but i cant remember exactly when the partisans will start attacking units (whether its +5 or +10) as i either put enough troops to fulfill the garrison requirements or just leave the region alone.

my garrison troops never got attack by partisans (due to the abovementioned reason) but once i did move certain supplies to a region w/ partisans uprising and the poor trucks just got wipe out in the beg. of production phase.
