I think this chapter would deserve a few examples in the manual.

Assume a Hvy Bomber moves through Holland to bomb Western Germany.
Which units in Holland can op fire at the bomber? Only Fighters? All aircraft (fighters, tactical bombers and heavy bombers)? Can ground units also fire? If so, I assume only 1 unit (the best one) would fire, right?

Every unit with an AtA/AA rating high enough to be able to hit will Op-fire.

Less than 2 minutes worth of testing had the AA and the Ftr but none of the other units fire on a WA bomber doing the run you mention. But then the WA bomber is 15 defense plus 1 level of armor meaning the 3 dice attackers cannot land a hit.

Another 3 minutes of testing showed that other types of units (Inf, Arm, Bombers, Art) do infact also fire if their AtA/AA rating is high enough to have a chance at scoring a hit.

Easy question to test simply by playing all 5 powers yourself.
