In the manual when talk about CAP do they mean escort or sweep, cause their is no CAP Just Long range CAP.
EX.What would you do to set 70% CAP for a TF?

Set mission to 'escort' and used the slider below the mission selections to set the CAP percentage...if you set 60%CAP, only 40% will fly escort.

you can only select a TF to protect if your in LRcap mode;but the manual says CAP is more effective then LRCAP for protecting a TF, what's up with that?

Correct.

That is for carrier aircraft. Lemme rephrase...LRCAP is not going to be as effective in the same hex because you are sharing planes with other hexes.

so how would you make a squad of planes protect there home base?
Would you set it to escort 90% or 10%? is there anyway to have 100% of squad fly CAP not LRCAP?

Set escort and click the percentage to 90%. That leaves 10% for escort duty ...or rest if the bombers don't fly.

They will fatigue though the higher the CAP %...keep an eye on them. I usually use 50% tops unless you need the fighter cover really bad. If you are getting hit everyday, set to 90% and rotate the squadrons in and out.

Be very careful about your CAP % levels, as a high % level will fatigue out your planes and lower morale.
For my own preference. I send a carrier TF out to sea with CAP levels at about %30 when I don't think the enemy is about. As I close to an area I raise my CAP levels to say %50 and then to 60%-70% depending on what kind of fight I am expecting. It all really depends on the opposition you expect to fight.
However, if you run your CAP levels for a few turns at higher levels, you will run up your fatique level to the point where you will get creamed in combat. UV penalizes you much more that WITP for this. If, I have a fight within a turn or two of moving my CAP up, I try to pull out and rest my fighters before looking for trouble.
Same hold true for CAP over land bases. 40% is about max you want to fly for regular CAP. Any higher and you will wear down your unit. Crank it up when you expect big trouble but move it back down when flying normal operations.
Squadrons flying escort and CAP at the same time will also wear down very fast. Try to rotate them.
