Is there any way to fire diplomats or decommission units?

Not yet, but hopefully in 1.2

To "decommission" either starve them to death, or transfer all troops out (or at least until reduced to <2000 men) or send them to war!

if you got enough to form a little army, you could always treaty them to other countrys, make a little or goods from there worthless little butts
