enemy retreat and seige

One situation I find annoying is how you can win a field battle with an enemy force and they retreat to a province and then SEIGE that province at the beginning of a new turn.
If our forces can't 'pursue' the enemy then I think retreating forces (those that lost/retreated from a battle the previous turn) should not be allowed to seige the province they end up in.
This is independent of the fact that forces should retreat toward their source of supply for the battle or their home capitol if no depot was present for the battle.
