I just ran accross this
thread and was very pleased to learn that there is still hopes that Matrix produces a newer version of War in Russia.
However, I was astonished to learn also that the game would be without an execution phase. [X(] Is that still probable? Please, tell me that is only a false rumor!!

Perhaps I am missing the point, but isn't that exactly how WIR plays now? You plot and as your units move, they combat the units they come across. Works fine fore me. Maybe I'm just clueless......
I'd love to hear from Joel on this (or anything related to WIR4). C'mon Joel. Just chime in to say you are thinking about WIR4. Anything, something, pleeeeeaaaaassseeee. Don't make a grown man beg.....

Is there any way to inform WiR - 4 developpers of the mistake they seem to be doing?

Check out the Developers Journal at
http://www.2by3games.com
Within those pages you will find confirmation that the possible WiR remake will indeed be IGO-UGO format. It will also use the GGWaW engine and be "easy to play".
Why they are going down the IGO-UGO route I have no idea. It doesn't necessarily mean that the game will be no good though. ToaW, Decisive Battles and HPS Panzer Campaigns all successfully use that system.
Maybe it's something to do with the smaller scale (divs rather than corps)? It might be a lot of work to make a simultaneous execution engine with that number of units.
