Some areas (for example in China) have a population over zero, but no resources or factories. Often an opposing player will not even bother going into those areas because there is no reason to.
There are a couple of questions I have about this.
1) if the opponent does not enter into certain areas, but has taken all the factories and resource areas of a country, why not have the country surrender and all its territories become controlled by the conquering power(s)?
2) if the opponent does take an area, but then leaves it, how about having militia pop up there for every factor of five population points? (Or something like that.)
