In version 1.0 I could create lancers as France.
In version 1.1 I can not create lancers. They appear on the unit list and I can select them to build but they don't appear in the build list and the resources don't get lost (thank goodness). I have all the prerequisites.

If you build another level of barracks you will now probably be able to build lancers in that province.
