Do upgrades work in PBEM? Do we get to pick and choose upgrades in the same way as solo play against the AI?

I assume you are talking about military upgrades. Here is what happened in my two player PBEM, France vs Britain. France built a new barrack level, then Britain was asked what upgrade France should get! He selected one, but France did not receive it and shows as one upgrade short. So, I think the answer in no.

Yes that was what I meant.

I have three games on the go in which I am at least three upgrades in arrears and have NEVER been offered or received a single one..........[8|]
