How to add HQs?

Hi,
I am trying to add HQs on the map to keep lower rated leaders occupied so they are not replacing higher rated ones. Is it feasable?
...
Also, where is the better place to put the better leaders? In the Corps or the Armies' HQs?

It seems to work for the russians but not for the germans.
Is it because there is no other available german HQ until a certain date?

Yes. Remove any empty German HQ with shift-R and you can place it again.

I'm trying to add German Corps HQs after the winter of '41 debacle , can I do it ?

At the beginning of 1941 campaign you cannot create any more HQ since all of them are already created. Unless some of them have been shattered you cannot create them. Otherwise use F6 key.
