I just downloaded and launched the game but there is no tutorial scenario, what's the deal

There should be 4 main scenarios and 2 tutorials listed on the main menu. If you don't see the tutorials listed in the list of scenarios, you may have a bad install. I'd try installing again.

Allow me to augment what Joel said.

After loading the game the lower right hand part of the screen should look like this screen shot. If it does not then something definitely went wrong.
