In an PBEM game with 1 Human and the rest AI , there is no pop-up window asking to become an empire even if I had sometime 23/20 empire points. Now I had 20/20 empire points required for several turns. I am not offered to become an empire. Could you please look into this? Also the military upgrade popups for France show up in my turn (English). So I could decide for the France upgrades

Yeah - issue is now known.
Both the upgrade and the empire prompts are coming in the turn before for all players, so the AI presses cancel!
