Russian militia emergency mobilization

The rulebook states that at the end of the Russian player's first production phase after being attacked, the Russians get two militia in each space they control. But if the Russians recapture areas during that turn, they don't seem to get the militia in those areas they recaptured. Is this intended or is it a bug?

I think we can assume that this is intended. The mobilization is set up at the beginning of the turn with the increase in population pools. The units aren't available to the end, but retaking areas will not get you more units.

On the same subject, it seems that the emergency mobilization takes all the manpower so that units typically scheduled to appear do not on the turn of barb. I know that a player can pause units in the production queue, but I cannot see hwo to put a hold on the militia.
So, if a armor is supposed to be produced on Barb turn, it is not.
is there a way to change this, or should the Russian merely adjust all units schedueld for appearance that turn and build supplies or research?

Hmm, I didn't notice this.
I just did the Russian production for a PBEM game I'm playing on the turn of the emergency mobilization, and, for example, four infantry were scheduled to appear in Moscow on that turn which is what happened. I also got the four militia. The manpower reserve on that first turn is huge, but I'm not sure if it is because of the emergency mobilization or the casualties from Barbarossa (and not building much).

I think its free from the manpower pool also. easy enough to test.

I did run a test. On summer 1940 1 German inf attacked W. Poland. 1 rus. inf. was damaged. In spring 1940 I had started 12 inf. for Russia. After Barb., only 4 inf were built, and 34 MIL. I suspect that the manpower is free, but the Militia actually cost a build point, in some manner, even if not shown.
Please others test this as well.

I reported the same/similar problem so its on the bug-list already. There are indeed some problems with the free manpower and no easy work around.
