Fuel logistics in CHS

Now that there has been some discussion on the supply side of logistical problems, now is the time to closely examine the supply of fuel. I would like to open a discussion on the current capacities of AOs and TKs based on the following aspects from historical and current game aspects.

Given that:
a) in the game, fuel is consumed only by naval ships,
b) tankers and oilers typically sailed with mixed cargos, i.e. fuel oil, diesel, and gasoline, as well as later on deck cargoes,
c) the vast majority of the gasoline and a goodly portion of diesel were for ground and air operations,
d) the cargo capacity of these vessels in the game are based on total capacity,
e) in the game, tankers also carry oil, especially for the Japanese.
f) allied tankers were historically in short supply, especially during the early phase of the war

one can conclude that the current amount of ship fuel being transported is way above historical capacities, as well as a gut in tankers assets.

Is there a way to either decrease the quantity of fuel carried or increase consumption? Is it even necessary?
