Partial Surrender?

Playing as Spain, I got a message that Russia was offering a 'Partial Surrender',
do you wan't to take it, yes or no.
I was sieging a Russian territory at the time. Wasn't sure what to do, so I clicked
yes.
Next thing I know, my guys get kicked out of the territory, it returns to full Russian
control, and as far as I know, I got nothing out of it.
A few Q's:
1) How is this supposed to work?
2) What does partial surrender mean?
3) Should I have declined it?
4) Was there a way to get more details about what I was agreeing to? (I only seemed to have 2 choices, yes or no with no ability to look at any other screens first).
5) What does this mean about my ability to attack the region again in the future?
Any help would be appreciated!

Nothing happens immediately, but at the beginning of the next month, you should see a message at the top of the interface screen saying something like 'We need to negotiate terms of a treaty'. Then you need to go into the Diplomacy screen and click 'Make Treaty'. From there you can decide what you want to grab from those pesky Russians. [:)]

Nice. So I will get something in return! This was the last move I made at 1:00 am when I decided I should probably sleep sometime so I haven't seen that message yet.
Thanks!

What you should have got was a request for a Limited Surrender, which is worth considerable less surrender points, but does get you out of the war faster.
There is also a chance you could get a request for a cease fire, which just ends the war with all territory returned to the starting place and no formal surrender treaty is created and you get nothing. This is used only in PBEM as I have never seen the AI ask or accept a cease fire.

you just don't get as many points to try and rape and pillage your enemy
should you of done it ?, well depends on what else is going on, at times, it can be worth it, other times, it may be better to stick to the war
my currrent game, I start in 1792 as France, am at war with Aus and Prussia, early on, after about 3 battles with Aus, they offer a limited peace, so say, sure, it makes it now a one front war, and I can take my time and start building up my lands
so for what I wanted to do, it was a good choice

Yeah, I think in my case it was a mistake.
Sure, I'm at war with a lot of people, but I have France between me and them! I was really looking forward to taking Switzerland and having an outpost colony that close to my enemies.
Oh well, live and learn!

I've had the AI accept cease fires on plenty of occasions. The AI isnt going to accept a cease fire though when its obviously winning. Sometimes an AI will accept cease fire after you've captured one province from them and won a battle.
