CAP question

Question:
A fighter and a Stuka are flying CAP over a water zone.
I move 2 light fleets into the zone.

Should/Will combat initiate?

I know I have done this before to force the cap to go home, but trying it now only gets a grayed out declare combat pop up.

So just to see what would happen I added a CAG to the mix, and it is still greyed out. Doesnt seem right.

I have the saves.

It just occured to me that the fighter and stuka had there evasion upgraded last turn to 7 for a total defense of 21. The AA of light fleets is 3 so there is no chance to hit. I wonder if that is the problem. Adding a CAG though should have caused combat.

I have had occassional problems with combat in sea zones myself. In one game, I moved a light fleet into an area with a CV and other LFs. I could not initiate combat although I would think I had a small chance of hitting something. The problem with initating combat is somewhat of a mystery to me. In any case, I think the designers are aware of the problem with initiating combat and plan to patch it to allow combat to occur in all circumstances - even when you have no chance of winning......
