Contrary to popular believe it´s
not Peiper
.
It´s an "unindentified" SS-Unterscharführer (acompanied by other SS NCOs). Several names float around, but AFAIK he is not indentified yet.

The vehicle is a VW / Porsche Typ 166 "Schwimmwagen" btw.

Correct - it's not even sure they're men from Peiper's group as another possibility is men from Kampfgruppe Knittel, the recce btl of 1st SS Pz Div

This is the most logical of the various possibilities. However, for that particular shot a few "actors" were collected by the photographers. From soldiers standing by.
Actually this photo is part of a film, developed from the negatives, the complete film shows parts of KG Peiper, Sandig and Knittel rolling by. A lot of very popular shots from the BOB are part of this film.

Propoganda for what? Was this something distributed to the German people, or was it sent to the desks at SHAEF?

Don´t know for what, all I know is that is was Waffen-SS war correspondents that shot this film. It certainly made it´s way to SHAEF though, since the complete film was captured intact by US forces during the campaign [;)]
Check out the late 50s US "propaganda" movie "The Enemy Strikes" , that once features parts of the captured film.
