can dive bomber ground attack be seperated from infrastructure bombing in an upgrade

im wondering if the infrastructure bombing could be seperated from the groundattack for dive bombers and maybe heavy bombers. if itcould be a seperate researchable attribute. my point being that its pretty hard for a stuka to bomb a tank unless it has like a 9 or 10 attack which seems kinda unobtainable due to the fact that tank-busting stukas Ju 87Gs on the eastern front gave the soviets some pretty heavy tank losses at the battle of kursk and the remainder of the war. german pilot major hans-ulrich rudel was credited with destroying 500 soviet tanks during the war flying a stuka. what im suggesting is that the ground attack for stukas be upped to at least 7 for spring 1940 and keep the infrastructure it'd have to be a different attack kept the same or lowered to compenate. same goes for the allied dive bombers also. for the operations in france allied planes were equipped with heavy tank busting cannons to kock the tigers out because the top armor was the thinnest i think 100 mm only. anyways it seems the infrastructure bombing employed by the stukas on london is a little different than the tank bustung methods.
