When you assign CAP to an army HQ it only protects the HQ unit/hex and subordinate corps/hex , correct ?

What happens if I assign CAP to army group HQ, what all will it protect ?

How do you provide CAP for the many cities in Germany and Italy if you don't have land forces in all of them ?
