Defense modifier

Currently, the basic defense modifier is a -1 to the attacker's dice roll.

I think that defenders should be given a larger bonus, such as increasing evasion by one. As it stands, it feels like the attacker has quite an advantage, being able to choose the location of combat and how much he will engage with. I think this should be offset a bit.

Any thoughts?

I really don't know Todd. It sounds like you are right and that would be in line with many wargames I've played over the years. However, as I've constantly been reminded by reading the posts of others on this forum, WaW is just a massively strategic game and the various set 'rules' of tactical/operational games don't always apply. A turn is a massive 3 months long. So, yes a country attacks a region but within that attack over that 3 month period the defender will probably launch counter-attack after counter-attack and then the attacker counter-counter-attack etc.

Hmmm... just not sure... Sorry I can't be more useful!
