Ok, this really infuriates me....

I've been beseiging a city, starving it's occupants. Finally with them down to 4 factors or less, another country decides to join the seige. In this case, it was Britain who shows up with three dilapidated infantry units. I, meanwhile have been doing it right with an army of some 100K men.

We charge the walls, and who gets the city? Johnny-come-lately, of course. This has happened three times in separate games. Wot's uh, the deal?

When the city falls it's conquered by one of the enemies besieging it chosen at random on a scale weighted by the relative strengths of the enemies in the province.

Here's a semi-related issue:

My France has been fighting Austria for years. I've finally brought their morale down to deep negatives and I'm waiting for them to surrender soon.

Suddenly Russia declares on Austria. Austria surrenders to Russia. Russia takes plum provinces. I'm still waiting.

Next turn GB declares on Austria. Austria surrenders to GB. GB takes plum provinces. I'm still waiting.

Now my war is harder because each surrender bumped up Austrian morale.

Finally I get the surrender and settle for the scraps, meanwhile two nations who did absolutely nothing whatsoever to contribute to the Austrian demise get first shots.

Perhaps the random surrender should take into account the length of time each nation has been at war?

I think the first army to besiege the province should get the province as long as they finish the siege. I've been robbed of sieges before as well based on the random determination method. Knowing that its random makes me plan to just "assist" at any AI siege I can so I can get some quick free provinces.

The way I propose others can join the siege if they want, knowing that they're just helping, but they wont be unfairly robbing someone of their hard work. Of course if the first besieger leaves before its finished then the second besieger should get the province and so on.

Gee, what a smart idea. Even taxes and death are certain...I'm thinking unrelieved seiges started by a power in force in the area should be a third certainty.

I bet your target nation was taking considerations just about the degree of hostility to its rivals, which turns on the length of time it remained at war with. My Prussia once entered war with Russia and then Austria at their near-bottom NMs. They surrendered to me almost immediately while they were still fighting with others.

Though I benefited from this Prussian experience. I was annoyed while attempting in the role of Britain to take Denmark, for which Prussia vied with me. With much more troopers besieging Copenhagen than the Prussian, the capital at last surrendered to me (at least I was told so). However, a weird incident happened in next turn, with all the Danish provinces (including even those without Prussian troopers on them) falling into the hands of the Prussian as its conquereds. Successive restorations of the game resulted in exactly the same manner. There must have been a rule that remained unknown to me.
