Focke-Achgelis Fa 330 'Bachstelze' autogyro. Towed by a submarine and used as an elevated observation platform.

I thought it was the German Volks-Fleiger, a new personnal mobility device. A propoganda machine to showcase the superiority of German technology.
Project canceled after the first non-test-pilot user, a former agriculture minister, stood up without waiting for the rotor to slow down and stop.
