Leader skill ratings

These pre-established ratings seem to improve only in the slightest from battle to battle i've noticed (if at all)

i was wondering what the criteria was in the game for leadership skill increases. In my current i've had units last long enough to go all the way from 50 to 90+ in the exp dept but the leaders who are part of that elite crew have only at best, had a few points added to their orig stats so for example a tank commander with a starting skill level of 51 for armor might now have a 54 rating even though the crew experience has gone up almost double from what it was.

The experiance I have with is is that leadership ratings will go up and exceed exp after a while. When I ran a German WWII campaign the units ended up with experiances in the 90-110 range while some of the leaders ended up near 130 by the end of the war.

hmm, well this is definatly not happening with my Russian built core. I've gone through nearly a year's worth of fighting (game wise) and have seen my best units go from 50 to 90+ in overall exp ratings and morale. But their leadership skills are still sub-par having barely gone up at all.

That ends up hurting my preformance big time, especially in quick-draw situations where its important to get that first shot first kill in.

Here is one theory:

While the general experience needed by a unit from combat to improve its performance can be gained relatively quickly through combat, the more esoteric skills of leadership require more time to develop. Thus a unit's experience increases quickly with each combat, while the leadership ratings of their leader may lag behind. Otherwise there would have been an army of Erwin Rommels, George Pattons, and Marshall Zhukovs by the end of WW II. Some NCOs and officers can develop their leadership skills, while others may never improve their leadership skills at all.

Just a theory. I'm sure the wiser heads hereabouts will correct me if I'm wrong.

This is slightly off topic but talking about leadership skills triggered my question:
What skills/kill ratio/experience points are necessary for the promotion of leaders?
Are they promoted per random?
Is the rank just a representation of skill points or does it has an effect on the leader's squad/vehicle etc?

One way I know for certain that causes promotions is if the leader of a given group of units is killed. Then a new leader is appointed on the battle field and promoted following the end of the battle. (I've learned this through bitter experience.) <img src="biggrin.gif" border="0">

No of course it isn't!
I've got to know that the hard way too, but at least in SPWaW the Crew of a destroyed vehicle survives sometimes.

There must be other ways than shooting your fellow officer to get promoted. <img src="wink.gif" border="0"> <img src="tongue.gif" border="0">

I started the WWII campaign and at the end of the first battle (really messy with lots of Polish infantry) and was given a considerable list of people getting promotions. I'm not sure that some of them deserved it, but it seems to me the promotions were not all that important when I looked to see the new leader stats.
