What would everyone think about having the US factory mulitplier go up to a 2 if Japan and Germany are at war with Russia at the same time?

The US already go to 2 if Japan and Russia are at war - so I am not sure exactly what you are suggesting.

Sorry, I used and instead of or.
What I meant was that right now the US goes up to a 2x if Japan is at war with Russia before Winter '42. How about making it if either Germany or Japan is at war with Russia prior to Winter '42.
