Possible solution for lack of island hopping and other amphibious weirdness

Proposals:

1) Require that at least one attacking ground unit score a hit on a defending ground unit to be able to take a space via amphibious invasion. Alternatively, require the attacking units to score at least as many hits as the defenders score. However, if the defender is totally eliminated, the attacker wins as usual.

2) Increase the penalty for long invasion routes from -1 die per space moved in excess of 2 to -2 dice per space moved in excess of 2.


I think this would force the Western Allies to actually plan ahead for invasions much more than they have to now. The ability for the Western Allies to simply disregard any need for a local site to launch invasions from is the cause for a lack of island hopping. By forcing the ground units to launch their invasions from closer areas it might solve this problem.
