How about the icons changing shape/size, etc. when tech levels go up? This was used in Clash of Steel and Strategic Command to good effect, and allows the user to see quickly how their units compare to opposing units without having to go to the unit statistics screen.

While on this topic, it might be useful to have a separate screen showing a summary of all tech values for all the countries for quick reference.
