Manpower Rqts

I have had a quick look at unit files and some others but I cannot see if it is possible to modify the population points needed to build or repair particular units. I am thinking for example that it seems unreasonable that a CAG might require the same people cost as say an infantry unit (or even a land based air as they have to include the ground crew that are already included for the CAG in the CV cost). The long production run of a CAG sort of covers the long training time so I am not convinced it needs to have the population cost too.
Is there anyway to change a CAG's manpower or repair cost to say zero?
