1. Playing 155. When do the Adv. Eng's start being produced? Is there a time frame trigger?

2. Will the future WITP 1.07 patch require to reload CHS again over it? Seems not but wanted to confirm.

I can't help with the engines question, but for your second question - there should not be a need to start again, but I am not sure about: what will happen with combat vs subs, as subs are tweaked in CHS, but in the latest patch sub combat is tweaked as well.
