Can anybody explain to me why there are the following duplicate devices? They don't upgrade to the same named items either and their values are different even though they are all available as of 4112.

Device 066, 068, 072, and 073 are ship based weapons, mounted on ships. the others are army weapons (The Bofors was originally an Army weapon, and they did use a few Oerlikon guns). Don't mess with them, as it can cause some headaches if you do. (i.e. don't alieas a naval AA gun to an Army AA gun, and vice versa).
