Iron Duke doesn't change much in the game, mainly because my research showed that she was basically the same, until converted to a training ship in the 1930's, and even then she wasn't changed much.

WPO assumes that Canada is sold to Chile. However (as was done in WW2), Chile offers her to the Allies, and the British recondition her, rechristen her the Canada, and she is manned by an all volunteer Canadian crew.

Also as a bonus, HMS Erin. You'll notice only a 7 ammo instead of the usual 9. This is because Erin was internally cramped, and didn't have as much ammunition storage as other British battleships.

Do all ship crews have such a huge difference between day/night experience?

Yes. Night actions of the time were very inconclusive, and never amounted to much.
That said, Destroyer crews have better night experience than cruisers, how have better than battleships. At Jutland, neither the Germans nor the British scored anything decisive in their night actions, in fact they traded shots, but caused minor damage. So, the same would probably be said of the Japanese and American navies.
Also, there are no Japanese combat bonuses in the game. They are treated the same as everyone else. (i.e. the Japanese don't get an advantage in night actions compared to other ships, nor amphibious landing bonuses.)

Actually, Chile turned down a US request for the sale of the Almirante Latorre and several destroyers post Pearl Harbor.

I've read some that say the US wanted to buy and Chilie refuse, and I have seen some that Chile offered and we refused. I think I've also read that she was offered to Britain. Either way, people wanted her in, so I stuck her in.... poetic liscense one might say [:D]

Thanks for these! Even though I'm a bit late [8D]
Can't wait to play with the RN.

I am going to make an even later comment. It is probably too late for the first release of WPO, but I hope it can be included in a patch:
It MUST be possible to make French bases (such as the ones in French Indochina in the above screenshots) have French flags. This should not be difficult - it would, presumably, involve making bases assigned to French nationality HQs reference a new "Icons" file that contains French flags. It should not require much in the way of new code.
If the limitation is the art instead of the code, then just make the French icons file a copy of the British one - modders will do the rest.
Is there any chance of this being fixed? Those British flags in French Indochina just don't look right...

From what I understand, it is significantly more than that. First off, there is the art, there aren't enough slots. Second, the games code would need to be reworked to allow for this. And third, the AI (which can be problematic if you fool around with it) would need to be tweaked so as not to go kablooey. However, I will broach the possibility to Mike. No guarantees, but we'll see if it would be possible (though, probably not for v1.0).
