I thought I read people/AI could not ask for an interior province?
France just took Kiev off Russia.

No sir, Kiev and Sevastopol were the 2 taken, everything else was fine.

I'll verify this. These cedes were clauses of the surrender treaty. I couldn't get Sardinia for Prussia, that's for dang sure.

Kiev is not a interior province ?
it is on the border of Russia ????
ahhh, you may be in a different game start then I play, in 1792 it is a border province

Allow me to verify that in v1.1 this is also defintely the case. Just last night. Playing Russia, I surrendered to France (so I could go to war with Sweden finally - sheesh), and France took Kiev, which was driving a lot of my food production of course. Talk about a kink in your economic planning.
And no, nothing around it was in any way lost, no insurrections, nada, just a French province smack in the middle of Russia.

in 1.1 you could take any province, in 1.2 it should only be able to get a border province
England can be a real pain

Ahhh...didn't know that was one of the attempted fixes for 1.2
Well, sadly I don't have access to the 1.2 beta...I assume that's a limited group based upon factors I wouldn't qualify for at this point (understandable).

you can get it by going to Members Area then logging in, then going to My Games, then clicking Private Downloads next to Crown of Glory: Europe in the Age of Napoleon

I had Silesia ceded to my France just now; it was not on France's borderline. Has the change not been applied yet in the latest beta-patch?

Doesn't have to be on France's border, just can't be an interior province of Prussia.

It should be, yes. It appears this isn't working as a restriction on the AI though, something I'm looking into presently.
We're also pondering a list of exceptions to this rule. For instance, it'd be nice if France could cause Britain to cede Ireland and perhaps Sussex. Ralegh had a good list of exceptions...

I looked through the code and I think I see what's going on.
I've changed the behavior of the code for cede provinces so it'll work more in the way people expect. The old rule was that provinces surrounded by *home* provinces couldn't be ceded -- but for Russia, Kiev is not surrounded by home provinces because conquered minor countries are not considered home provinces. Ditto for Rumelia in Turkey and all the other provinces people mentioned.
The new behavior will be that provinces surrounded by conquered provinces can't be ceded. I think that will do what people expect, and is a more sensible rule.
