Is it possible that later changes don't get put back in current games?

I load the data editor for scenario 16 and see the A6M2 has a manuever rating of 35, but in my PBEM game as the IJN player started some time ago it says 34. Is that just because of changes done over software upgrades?

Right. Database changes require restart since database data is written into save file and cannot be edited in ongoing games. One exception was 1.6 patch that made minor data additions also to saved games. Other than that, ongoing games use the database they were started with.
