Questions and perhaps some help.

I am currently working on a few mods that directly affect enemy research. One such mod will have a chance to make the research they did in a unit come to nothing. The idea is espionage and spy games.
I don't have units or anything yet, I just want to know if my implimentation works (Still unsure if it'll work for TCP/IP, but I assume it will).
So a few questions for the moderators:
Exactly how much modification leeway do I have? Can I use hex editing to impliment this? Am I allowed to tinker with the executable? I want to know what I can and cannot do so I can make this, and perhaps more indepth mods that work around the whole hard coded in problem. There isn't much that cannot be simply fixed via XML, but I still would like to know what else we can do.
For the players I need 1 tester. I don't need a real game, just a pbem tester to see how well it works and converts over.
