Ever-constant waste indicator

This is not a complaint of any category; I write simply to wanna know if the "waste" section of the economic report has something wrong with it. Or anyone bumped into a situation as follows. I'm close to getting a whole France of five-star courts, though the national waste indicator was ever perched at 6% with two provinces contributing to waste accumulation. My nation having two provinces ceded, the rating edged from zero to six, after which I pursued a hyperactive waste-basting. Is a five-star court a sufficient condition for exemption from provincial waste contribution, with no string attached? Or, perhaps, was my cabinet betraying me producing a misguiding report on the back of British bribes? [:'(]

Finally, the waste indicator points to zero. (~,~)v

I doubt this barometer did ever get updated at short intervals enough. Maybe I have to subscribe to WEF (if existing then) for their monthly economic revisions, or rethink my postal system to tackle the messengers' abuse of application for sick leaves.
