MP computer trades

I'm running a beta 1.1 MP league with FTP. 16 teams
6 human operated teams. so far, I have run 3 seasons. Not a single trade between computer teams has taken place.
is that odd? I would assume there would be at least some slight movement between computer teams.
also, you will get a notice that computers are looking to dump salary & are in need of this & that but you can't trade with a computer team unless I log in as them & force the trade.
why are only human controlled teams available to make trades with?
