is it publicly available or is it still under beta testing?
It is out of beta and gone gold. The patch to bring v6.1 to v7 is available now at http://www.matrixgames.com/Games/worldatwar/downloads.asp and various support sites. The full v7 will probably be available sometime this week at the same Matrix download page, and the support sites soon after.
