Rich state, poor state

Game with France from 1792 and I have arrived at 1806, I have occupied but of average Italy, all Poland, Holland, Denmark, and several provinces German. But I have been several months without money, no longer that to make to obtain money, the taxes are to the maximum.

sounds like too much waste to me also
which it may be too late to fix
go to this screen and see what it says here
you need to change some of your captured provinces into Protectorates, and or make some treaties and trade away a few of your provinces that are crippling you (you can always take them back later

)
you need to get your courts up to at least level 5, to get the waste under control

How exactly does one change a province from conquered to a protectorate status? There doesn't seem to be a way to grant "partial liberty"

I think there is, actually. IIRC, you have know the country for which a province formerly belonged (you can find this by hovering your mouse over the flag that shows up in the province window when you have the province selected). If you then open the country list (the one that shows up when you hit <ctrl> p), and go to that country, I do believe there is a little button with a "P" on it, that allows you to turn that country into a protectorate.

Just curious, as a person who is soon to buy this game, what are the countries you can release? Can you create a Poland? A Kingdom of Italy? A "Confederation of the Rhine"? etc etc?

Hi everyone, I just discovered this gem of a game a week ago, been playing pretty nonstop (now with the beta)...and finally coming up for air!
So anyhow, this is my first forum post...and to answer your question yes the rules say you can form some of these historic mega protectorate like Poland, Con of Rhine, etc... on pg 74 under Regional Bonus Units. Basically it says having a protectorate in all listed provinces for that mega protectorate gives you added spring levee units.
HOWEVER, I'm not sure on some of the details here myself. For example in one of my last games I wanted to form the Kingdom of Bavaria. I had conquered Bavaria and Nuremburg, and had stripped Tyrolia off from Austria...OK cool, I have all three of the listed provinces.
But it took me a while to figure out how to make Bavaria a protectorate from conquered status. I finally discovered the tip thufir mentioned just above, clicked "P" and made Bavaria a protectorate.
At this point a box came up asking me if I wanted to attach Bavaria to either Bavaria or Wurtemburg (huh? why?). I chose Bavaria.
HOWEVER, while the Bavaria province did indeed go protectorate, Nuremburg and Tyrolia did NOT, they stayed French conquered.
And neither of these provinces show up on the country list, so as far as I can tell there is no way for me to "attach" them to Bavaria...hence I am apparantly stymied in my attempt to form the mega protectorate "Kingdom of Bavaria."
What's the solution here? Is there something missed, did wrong...or is this a not fully implemented game feature? Thx in advance!

I could really use a good explanation of the protectorate system too. Playing a game as Austria, I was trying to figure out what was required to obtain glory from the independent countries that are part of it's political goals. After 10 years, I'm still not 100% sure I understand it, partly because enemy occupied countries also factor into the political objective points in the glory report each turn.
