I saw a post the other day concerning AI opponents training upgrades in version 1.2. So if this has been answered then I apologize. I am currently playing France 1792, and I am around 1797 and only I have recieved training upgrades, at least it has not announced any for other countries under the events screen.

Let's cede to it a couple of barracks-heavy provinces to prop up its training regime. [:'(]
